Measures of the Authorities in Organizing Changes in the Structure and Administration of Bucovyna During the Period of the Royal Dictatorship in Romania (1938–1940)

The article provides a comprehensive historical and legal study of the governmental measures aimed at reorganizing the administrative and territorial system of Romania during the royal dictatorship of King Carol II (1938–1940), with a particular focus on the situation in Bukovyna. The research is based on an extensive set of sources, including royal decrees, constitutional acts, official publications of the Monitorul Oficial, periodicals such as Universul and Monitorul Ţinutului Suceava, as well as archival materials from the State Archive of Chernivtsi Region and the National Archives of Romania. Through the analysis of these documents, the author reconstructs the process of transforming local governance under the authoritarian regime and the introduction of a new administrative structure centered on the institution of royal residents (rezidenți regali), who were vested with broad supervisory and executive powers. The study reveals how the 1938 Constitution and the Administrative Law fundamentally changed the political and legal landscape of the country by eliminating the remnants of democratic self-government and consolidating centralized royal control. Special attention is paid to the mechanisms of coordination between central ministries and local authorities, the implementation of new administrative districts (ținuturi), and the practical operation of regional administrations in Bukovyna as one of the border provinces of the Romanian state. The article highlights the ideological foundations of the «New Regime» of Carol II, its propaganda of national unity and discipline, and the impact of these policies on public administration and civil life. The author emphasizes the contradictions between modernization efforts and authoritarian control, demonstrating how these tensions affected the efficiency of governance in peripheral regions. The findings deepen the understanding of the evolution of Romanian administrative law and provide a valuable contribution to the historiography of interwar Eastern Europe, offering a comparative perspective on state-building and bureaucratic transformations in multiethnic frontier territories.
